End of the day, they can take whatever they want, slap a "classified" sticker on it and tell everyone to shut up about it. (They have all the guns, you know. :-) But given some of the implications of the GPL (Having to GPL the code derived from it? Having to release source to anyone you give a binary to? Does that include NATO?) I could easily imagine some contract officer insisting that this was too much trouble and its better to build it from the ground up and not have any question about the government's right to lock it all up any way they see fit.
