You are assuming that type Duration is solely for use by the delay statement or for use in conjunction with values read from the clock (these may of course have totally unrelated low order accuracy), but this is just not true. It would clearly be MUCH less useful if Duration was target dependent and had only a precision corresponding to the delay accuracy. No one could really sensibly prefer this!
