I would also consider Jgnat seriously (Ada targeted to the JVM). IMHO -- Win32 development is a moving target and the only viable option if you really decide to pursue this direction will be via BINDCOM. Other API's that I have seen are either somewhat incomplete or otherwise fraught with pitfalls.
