I am interested in knowing of any
applications of TQM to software development and/or maintenance.
If you send replies to me I will collect and
post them.
TQM=Total Quality Management.  I have a draft DoD 5000.51-G
"A Guide for Implementation" dated 2/15/89 which states
"Definition
TQM is both a philosophy and a set of guiding
principles that represent the foundation of a continuously improving organization
TQM is the application of quantatative methods and human resoources
to improve the material and servicees supplied to an organization, all the processes w
within an organization, and the degree to which the 
needs of the customer are met, now and in the future.
