Can you name one? That's *exactly* the situation that I think needs to be changed. When (if) I get my thesis done and OpenToken in stable shape, I'll be looking for just such a project to take on. But in the meantime, it would be nice to see someone else make moves along this line. If I was looking to start one today, I think I'd go for a web browser. I know there are tons of them, but there aren't that many out there that are fully open source. Even fewer are cross-platform and GPL.
