It is a separate informal document written by a small number of people, and not reviewed with anything like the care of the RM itself. There are quite a few statements in the Rationale that are plain wrong, and there are many more cases where opinions are expressed that not everyone would agree with :-) That does not mean that it is not a useful reference, just that it does not have any special status when compared to other Ada text books.
