Randolph is commander, Air Force Systems Command (AFSC), Andrews Air Force Base, MD, where he directs the research, development, testing, evaluation, and acquisition of aerospace systems for Air Force operational and support commands. General Randolph is expected to provide an Air Force operational perspective on the software problem and discuss the necessity to change software development from a seeming black art to one based in science and engineering. He will also discuss the Systems Command Broad Area Review and the Software Action Team initiative to create multi-faceted actions on software and systems issues.
