Not true; look at Ada Core. Have you ever been able to get your hands
on GNAT Pro without paying for it?  And even if you did, that would
not stop Ada Core from doing business.

The same goes with Code Sourcery.  Mark Mitchell works for them and is
the release manager of GCC.
