One of my colleagues could come up with a sensible use case for "File_Missing": When a web service wants to know if it should ask a user to upload a profile image (stored in a file). Some applications use the existence of certain files as a simple external management interface. Although I consider this bad style and prefer a socket based management interface, it might be considered a reasonable use as well.
