Perhaps $5 million for the best, $3 million for the second best and $1 million for the third best. In order to claim the prize money one would be required to give the Government limitedrights so they can use and maintain it but be precluded from putit in the public domain. Thus, in 1989, the Government would have 3 pretty good compilers and runtime environment source code which it could "prove" for secure applications and "improve" as needed. I believe (perhaps naively) that there are teams of compilewriters in the world who would live on dog food until 1989 for ashot at $5 million. There are a few rules and conditions to be worked out (e.g: must use Ada for readability) however definitely DO NOT require any Military documentation, in fact noone need disclose that they are working toward the prize until Jan 1, 1989. I don't have control of $9 million BUT I will volunteer to define the contest rules and judging criterion if someone can come up with the dough. regards, sam harbaugh ---------------------
