Does anyone out there know about routines on the repository
or elsewhere to do the following:

  1. short to long UTM coordinate conversion
  2. polar to full UTM conversion
  3. shift to full UTM conversion
  4. laser designation to full UTM conversion
  5. geographic to UTM coordinate conversion
  6. determing if a point lies in a given area
  7. determining percent overlap of polygons
  8. determining if a point lies on a side of a line
