Where "the document" is the text LRM, yes. It does not say anything about Magnus' html tags he put around that text. Magnus' license does talk about that; it says I can't post it on my website in html form. Lots of Ada books quoted the LRM in places too. That doesn't make the whole text of the book freely distributable. Clearly if I want to cut out the actual LRM text and paste it into something else, the original license applies.
