This document must be in a form for publication by January 1986. It will be discussed at the February 1986 Sigada meeting in Los Angeles. This document must address management as well as technical personnel. At the recently held SIGAda meeting in Boston, this topic was discussed at a BOF session. At that time, the participants suggested a number of topics for inclusion in the document. These topics are listed below.
