Trying to support 1200 users on $10 each is simply not possible (as you say). If Ada core is to start maintaining their sources in a more open way, that will cost them time, and thus money. This would be an on-going cost, not a one-time expenditure. SO there has to be an on-going income stream to support that. 1200 users at $10 each, guaranteed for the next 10 years, might work.
