If you want to further distribute a modified version, there are minimal restrictions, namely you have to agree not to restrict this freedom for others. In other words, the only restriction is that you have to agree to maintain the lack of restrictions :-) Yes, you may find this annoying if for example, your plan is to make a proprietary version of GNAT that will be sold without sources and with a highly restrictive microsoft type license.
