What do they do? If they do nothing, then that's bad, since
things are by default copyrighted.

If they put them in the public domain, then there is nothing
to stop people from grabbing a copy, making a few changes and
copyrighting the entire changed version.

The use of the GPL seems just right here, or alternatively some
statement similar to the one used in the Ada RM.
