Well it is not a matter of better design here, this issue was specifically discussed in the design process, it was the general conclusion that this is simply not a valuable enough feature to be worth adding complexity to the language for. That being said, you can see that GNAT disagrees to the extent of adding the Enum_Rep attribute, which seems easy enough to implement, and harmless ...
