DEC elected not to update their compiler technology to Ada 95. Several vendors (including ACT and Rational) have validated Ada 95 compilers for DEC Unix on the alpha, and there is a DEC funded port of GNAT from ACT for AXP/VMS, which is designed to be highly compatible with DEC Ada 83 (that was probably what you were getting confused by in the above paragraph). The VMS version of GNAT is also fully validated.
