It was not my intention to trigger such a lengthy and heated discussion on licenses (of all things), but only to get some preliminary information (and pointers to perhaps documents which reflect license changes) here before writing to ACT. Obviously though, the situation is actually murky and my initial confusion is not my fault. That's comforting. The actual situation becomes less and less comforting, but never mind that for now.
