No, it couldn't, and I don't think anyone with real practical experience in Fortran-90 would think otherwise. There are always some things that are more convenient in language X than in language Y. If you don't know them for a particular X and Y, it probably just means you don't know X and Y well enough :-) However, the mere fact that you can display such examples does not say anything about the general usability of X and Y for any particular domain.
