Sun was trying to produce a particular device. They had all sorts of problems, since they were using C. One of them decided to create a language that would prevent those problems. The reason Java still has some of the deficiencies of C is that being experienced programmers, they didn't fall into those particular traps as easily, and therefore had less motivation to fix them.
