According to FOLDOC ( http://www.instantweb.com/foldoc/foldoc.cgi?query=modula-2 ) Modula-2 was designed by Niklaus Wirth in 1978. The last *requirements* document for Ada (Steelman) was completed in 1978. The language design was not completed until 1983.
