wrt the ncurses binding the information in PAL is rather out of date.
It's hard to get an updated version into PAL:-(

The current status is that the ncurses binding has version 4.2 and
copyright has been transfered to the FSF. It is now full open source
and has the same license as the GNAT runtime. You can find it on
ftp://prep.ai.mit.edu/pub/gnu or more recent developer versions on
ftp://ftp.clark.net/pub/dickey/ncurses!
