In ACT, if we have to make an arbitrary style decision, like what capitalization to use, or what indentation, we simply take a vote with the understanding that the result of the vote is binding on everyone. In the case of capitalization, I use to prefer all caps, and I still like the fact that this convention makes it easier to see identifier names in comments. But the majority preferred mixed-case, so I changed. It took a little while to get used to, but now I am used to it and it would be hard to go back.
