Just stating that every (line/page) end with an end-of-(line/page) does not quite answer the question of whether a file with zero lines and zero pages is permitted. The manual should explicitly state that the user may create lines with no characters other than the end-of-line sequence, pages with no lines, and files with no pages, to make it perfectly clear what is required in order to faithfully copy files.
