When you live within one day's travel of 2-5 different countries where
they speak different languages it is considered useful to learn more
than one language.

Most (all?) college-prep students in Germany know 3 languages by the time 
they graduate from H.S..  Scandinavia is much the same.  I know little
about other countries but I would be surprized if it were greatly different.
