I have seen the article in the ACM Computing Reviews (again if the brain hasn't failed) a few years ago. I have seen the text "Improving Floating Point ?" published recently. But none of these seem to try to lay down a reasonably comprehensive set of guidelines that individuals should consider when they begin floating point computation. If there were any contributions to such a set I am almost provoked enough to try to take the best of everything that we know about this subject and get it into book form.
