Actually the meaning in C is quite simple, it refers to the allocation mode, so a static variable in C is statically allocated as opposied to dynamically allocated -- very standard terms of usage. I certainly find the use of static in C more intuitive from a terminology point of view than "OWN" in Algol-60.
