If you build from shaky snapshots, the result may be shaky, but that does not mean it is not interesting for experimental, research and hobbyist purposes. Anyone using such a release for critical production is certainly asking for trouble! I would encourage people to make such builds available, because not everyone can achieve these builds on their own.
