A "true fix" to the system would require making it go back to the roots, that is to "promote progress" as the US Constitution empowers the Congress to. As long as it only makes the rich richer, it only serves as a balance for progressive taxes that try to make the rich poorer. +$1-$1 should be $0, but will not; neanwhile the Board of Almighty will steal some pennies for themselves.
