tools, compiler specific options needed, response file support...

Yes and no. I don't see why you are not using:

   $ x86-pc-vxworks-gnatmake -Pfoo.gpr

which is somewhat equivalent to:

   $ gprbuild --target=x86-pc-vxworks foo.gpr
