Integrated Computer Solutions (ICS) offers our Builder Xcessory (BX) Motif 
GUI builder with an option to generate Ada code (BX/Ada).  The generated 
code works with SERC's Ada/Motif bindings and the SunAda and Rational Apex 
compilers. BX reads and writes UIL, and can, as you mention you are looking
for, read in a UIL file and generate the corresponding Ada code.
