This is related to the DoD directive that was issued by Secretary Perry about a year ago that stated that military acquisitions were to use as much COTS content as possible. This was followed by the Secretrary of the Navy putting out a memo indicating that the Navy considered the COTS directive to superceed the Ada Manadate directive. Secretary Perry at the time said that he would review the two directives to see if they conflicted. He didn't instruct the Sec of Navy that he was wrong. If have copies of both memos at home.
