Then why does Ada have operator overloading?

Ada's generic model is different from C++ templates.
Automatic instantiation is a much less comfortable fit
in Ada for language design reasons, not safety reasons.
That's largely because C++ types are static compile-time
things, while Ada types are dynamic runtime things.
