My experiences shows that the "and then" is almost always what you want.
An example is when dealing with access types:

   if Ptr /= null and then Ptr.X = 8 then

You really want to evaluate Ptr.X only if Ptr is not null.

I could verify but I do not remember having used "and" at all in fact.
