I doubt that business-oriented decision making will
find the Tiobe Index an asset. Here is its self-assessment:

"The index can be used to check whether your programming skills are
  still up to date or to make a strategic decision about what programming
  language should be adopted when starting to build a new software
  system."

At least where employers are not trying to find q&d
day-laborers for q&d web shop money making, say.

E.g., APL and OCaml are used by companies to write
programs where really large amounts of money are at stake.
Tiobe-Popularity of a language is probably not the best
commercially viable ranking in these cases.

I guess that where Ada is considered it is not considered
because it could win a fashion show---even though fashion
always affects ranking (a whole information industry being
ample prove).
