I've had problems in the past with Ada Text_IO ignoring such lines, causing an important line in a configuration file to be ignored. I can understand the arcania behind the rule, and tell myself to make sure I put a line terminator on the last line whenever I'm editing. However, users who aren't Ada developers just don't understand, and (probably rightly) consider it a bug.
