Existence vs non-Existence is more an issue. We can claim and believe that an OS in Ada would be better than what exists today, but it ultimately doesn't win any hearts and minds. An Ada OS that exists and is running is actually something people could look at and evaluate the relative merits of rather than try to decide if there is any merit to the hypothetical OS that we all seem to think might actually be better.
