We have discussed this issue with users frequently, most recently at the GNAT users group meeting at Tri-Ada, and there seems to be general agreement that this makes more sense than having a separate discussion mailing list, which is why gnat-chat has been dropped (gnat-chat is now just a synonym for gnat-report). We do respond to gnat-request, and have a large list of names, and send occasional announcements of new versions etc, but this is a largely inactive list. The best way to keep track of GNAT activities is to read CLA. Any specific questions on GNAT should be addressed to gnat-report@cs.nyu.edu
