If you're looking for a "Borland-like" environment with cross-referencing, drop-down menus, color-syntax hilighting, etc., pick up the latest GNU Emacs (19.27) for OS/2. Be sure to pick up the Ada-mode additions from cs.nyu.edu, under //pub/gnat/contrib. If you mean, "Can I write PM apps with it?"
