Are you aware that ACT are starting to push their GPS product? This sounds like exactly what is needed (and like what you are suggesting). I would have loved to have the opportunity to pay, for example, $150.00 for something like that with tools that would compete with the standard edition of Visual C++, but I can't see ACT doing that (they have certainly not shown any interest in the past in that market in my experience). However "reasonable price" is all relative. Visual Studio .NET Professional Edition is around $1000.00, but that includes VB.NET, VC++.NET, VC#.NET and VJ#.NET so you would probably have to try to compete with that. The Standard Edition of VC++.NET is only around $110.00, so could something like that be produced? I doubt it would be viable for any of the Ada vendors to do this.
