But I think it would be really hard to avoid this without breaking the language. If you tried to do something to make all that stuff subtypes of something so you could have "compatibility" and no proliferation of package specs, my guess would be that you wouldn't be able to pass millions of lines of existing Ada through the new compiler and have it work.
