(That strategy being to allow personal and business use but not allowing packaging for sale or value adding without compensation.) You'd get my software and presumably send me a nice "Thank You!" card in the mail. I'd get my warm-fuzzy feeling of having done charity work for the deserving middle-class geeks. RedHat would have to come to me and offer me some stock or some cash or some other compensation if they wanted to use my software as a business venture. Seems to me everyone wins.
