We had just this scenario in China when launching an Intelsat VII using a Chines Long March Rocket. Although Intelsat VII is programmed in Ada, Long March (as far as I am able to determine) was not. I knew some of the people present at the launch and they were close enough to be in danger. As it is, quite a few villagers nearby were killed and maimed. Richard Riehle
