I think that's reasonable. I guess all I'm saying is I'd like to see the API requirements list complete (even if not "agreed on") before putting anything concrete in the file. Otherwise, I think it's premature. If you say (for example) that the order of keys don't matter, and you want to be able to associate a comment with multiple keys, your file format might need to be radically different, just because you added requirements that weren't there before.
