Windows already has this, as has UNIX. The problem is that the actual mechanism etc has changed and improved over the years, and compatibility has been maintained. The only way to make this work is either to get it perfect the first time, or decide you'll live with the mistakes you make for the entire lifetime of the OS and all its applications.
