Why >>not just add it to an existing OS? To address security properly, ie. securely, requires that you examine all aspects of the interaction with the O/S and exposed interfaces. Otherwise, you are in the precarious position that Microsoft is in now, trying to close up all the holes that keep being discovered faster than they can close them.
