No, it should be

procedure X is
   ...
begin X
   ...
exception X
   ...
end X;

and make them mandatory! Of course, the shorthand form for a block then
becomes

X : begin X
   ...
end X;

which I'm sure everyone will agree is an improvement, but that really
should be

X : declare
   null; -- Empty declarative region must be explicit
begin X
   ...
end X;
