The problem in a nutshell seems to be the idea that they need to build their own Ada compiler first, which I see as an extremely ambitious plan. It seems to make more sense to adapt (if necessary) the existing GNAT compiler, and then get on with the actual OS code. If we wait for the compiler to be built, then I think things will remain the "debating society" that it seems to be. I'm not criticizing anyone that wants to take on such a project (as a hobby), but it seems to me that the scope of it almost guarantees that it won't get done.
