OSHA carefully studied this. Among the recommended possible solutions suggested by their committee were to require _holes_ in the bottoms of large buckets, or rounded, non-flat bottoms so they can't stand up on their own and so tip over! This got a lot of ridicule in the press some years ago as a prime example of government bureaucrats at their finest. Larry
